The Bengaluru chapter of the Confederation of Real Estate Developers’ Associations of India (Credai) has submitted a memorandum to the Karnataka government, seeking reforms to streamline real estate development in the city.

What’s it about? Key recommendations in the memorandum include clarity on transferable development rights (TDRs), a single window system for obtaining no objection certificates (NOCs), and reducing stamp duty rates.

  • Credai Bengaluru President Amar Mysore has emphasised the need to address bureaucratic hurdles in obtaining utilisation certificates for TDRs and called for standardising zoning regulations.
  • The organisation has also proposed eliminating unnecessary procedures like commencement certificates and standardising buffer zones.

Other suggestions: Credai has also suggested lowering stamp duty rates for joint development agreements and mortgage of title deeds, as well as implementing a staggered payment scheme for labour cess to align with the construction timeline.

🛣️ Highway accidents drop

The Bengaluru-Mysuru highway has seen a remarkable reduction in fatal accidents, with deaths dropping from 147 in 2023 to 50 in 2024.

What’s it about? This decline is largely credited to the implementation of advanced safety measures, including sectional speed detection systems and rigorous enforcement by the police.

  • The month of August saw only 2 deaths on the highway.
  • A key safety intervention on the highway includes the use of Automatic Number Plate Recognition (ANPR) cameras for monitoring vehicle speeds across sections of the highway, rather than at isolated points.

ANPR’s advantage: ANPRs facilitate real-time fines at toll gates and key entry and exit points, with alerts sent directly to officers equipped with tablets. In August 2024 alone, over 1.2 lakh speeding violations were recorded, with 89,200 cases involving sectional speeding.
